Page 6 (para 2-7). Add: Any applicant with a home school diploma will be classified as being in the tier I status for enlistment eligibility purpose. In order to qualify as a home school graduate, applicants must present the following credentials and meet one of the following criteria to be eligible for enlistment at Tier I. A home school diploma will be treated in the same manner as any other traditional diploma, however, strict compliance with the verification and coding of this credential must be adhered to.
(1) Applicants who indicate that they are currently enrolled or have graduated from a home school will require verification as follows:
(a) A graduate of a home school must present a diploma and a transcript from the state department of education or local school district which indicates that they have met the graduation requirements set forth for graduation. Or, a diploma or transcript from a home school association (organization, sponsor, curriculum developer) which indicates that they have met all the requirements for graduation. Or, a letter from the state department of education or local school district which verifies home school attendance and transcripts and a diploma issued by the parent(s) or guardian(s) certifying completion of secondary education.
(b) Enlistment of seniors is authorized. Verification is the same as above with the exception that the transcripts must be accompanied by a letter from the responsible school official indicating that the student is in good standing and is a candidate for graduation within (RA 365 days/USAR 360 days “17-18-1/2 years old/USAR 270 days “18 years or older”). Care should be taken to
enlist the applicants for an active duty date that exceeds the projected graduation date by several weeks in order to avoid extensions or conflicts at a later date.

a. The definition of a dependent for determination of enlistment eligibility for applicants who have a spouse in the service will be the same with the respect to custody as it is for all other applicants.
Page 8 (para 2-9 d (5)). Add: Applicants who are not married but have a child out of wedlock and under state law are considered to have custody rights regardless of who currently has physical custody are disqualified. However, if under state law a mutually agreed upon contract between the 2 natural parents is sufficient to transfer custody and control of the child, then it will be acceptable for enlistment purposes. The contractual agreement is not acceptable if it expires prior to the end of the enlistment period or contains language indicating that the contract may be revoked at any time. Applicants will be advised that they are being accepted for enlistment based on the eligibility status of being a single parent without custody. All applicants must complete a DA Form 3286-69 at time of entry into the DEP, Delayed MSO, or USAR. Consult with the Brigade Judge Advocate in questionable cases. In all cases where custody has not been clearly established, the burden of proof is with the applicant and the applicant may not be processed until such time as the issue has been resolved.

1. Purpose. To notify all commands of the change in DoD accession policy for applicants who have earned a GED diploma through the National Guard Youth Challenge Program (NGYCP), and Home School Diploma Graduates.
2. Background. On 1 October 1998, enclosure (1) authorized a five year test program allowing each service to access 1,250 applicants annually. These applicants will be NGYCP graduates who earned while in the challenge program, a General Equivalency Diploma (GED), and Home School Diploma Graduates. Congress has directed the Center for Naval Analyses (CNA) to collect and analyze data for the five-year pilot program.
3. Information.
a. Prospects/applicants under this provision will be classified as Tier I’s for reporting purposes of education credentials, enlistment eligibility, and benefit entitlement. Treat them as other High School Diploma Graduates (HSDG), Tier I. See Table 3-6 (Rule 1) of the reference for minimum mental
qualifications for Tier I High school graduates. These
applicants are not required to have completed the 10th grade at a traditional high school.
b. National Guard Youth Challenge Program (NGYCP) applicants who earned a GED while in the challenge program can only be enlisted upon completion of the NGYCP. They must have the National Guard Youth Challenge Program Certificate declaring them as graduates of the challenge program. They must not be enlisted as a high school senior while undergoing this program. However, they can enlist while undergoing the program if they meet current Tier II/III standards outlined in reference (a).

c. Home School Diploma Graduates must possess either a local, state, or nationally accredited Home School Association or School Board Diploma. Transcripts must accompany the Home School Diploma for verification procedures. If an applicant does not possess a diploma as defined above, the credential and transcripts must be forwarded, via the chain of command, to MCRC (EnlOps) for an education credential determination. Applicants currently declared as home schooled high school seniors can enlist into the DEP, provided transcripts are used to verify the grade completed, along with a local letter from Home School Official/Parent to verify education status. This verification must be certified by the RS Commanding Officer or in his absence, his designated representative. Questionable cases will be forwarded to MCRC (Enl Ops), via the chain of command for education credential determination.
4. Action. To alleviate a major change to the Automated Recruit Management System (ARMS), coding will be as follows:
a. ARMS Reporting for NGYCP GEDs: Code as “12L” and utilize the Special Interest Category second digit using “X”.
b. ARMS Reporting for Home School Seniors/Graduates: Code as “11S/12L” and utilize the Special Interest Category second digit using “H”.

level, i.e. 09X or 12H. The code for 12L for ARMS reporting is used to account for Tier I status for NAVMC 5022.
e. Any member of the (DEP) contracted on or after 1 May 98 as a NGYCP graduate with a GED, will be coded as a high school graduate. NGYCP applicants/DEPPERS who are contracted on or after 1 May 98, and who have already shipped to recruit training, will also be coded as high school graduates. This will be accomplished by letter correspondence to MCRC (Enl Ops) for manual correction to ARMS. This allows all applicants of the NGYCP, who were accessed after the effective date, the same benefits which are available to High School Graduates, Tier I.
f. Recruiting Stations. Review NCOIC working files for applicants who may have been denied enlistment because they were considered Tier II accessions.
5. Districts and Regions. Monitor and track the number of NGYCP with GED and Home School Diploma Graduates accessed annually to ensure compliance. Allocations cannot be exceeded. Fairshare allocations for FY99 of the 1,250 combined accessions of NGYCP with GED’s and Home School Graduates, are as follows:
